Whether the [Respondent Annapolis, Maryland] Port Wardens’ decision [to grant the Application] for a Maritime Construction Permit filed by [Respondent] East-port Yachting Center, LLC, [ (EYC) ] is void ab initio due to the failure to give legally sufficient notice of the hearing [held on the Application^?]

2. Whether the Circuit Court [for Anne Arundel County] and Court of Special Appeals erred in failing to strike the Port Wardens[’] void decision[?]
