MEMORANDUM OF OPINION AND ORDER
LEVI, District Judge.
This case is a proposed class action under Fed.R.Civ.P. 23(b)(2) in which the plaintiffs ask the court to issue injunctive and declaratory relief against the California Youth Authority (“CYA”) concerning a wide range of CYA policies and programs at all of the CYA’s eleven correctional facilities. The nine named plaintiffs are currently incarcerated at six different CYA correctional facilities and assert claims based on the CYA’s alleged violations of the First and Fourteenth Amendments, the Americans with Disabilities Act (“ADA”), 42 U.S.C.…
