The Government appeals the district court’s dismissal of Counts I and II of its complaint under the False Claims Act (FCA) against Triple Canopy, Inc. Omar Badr, the original relator, also appeals the dismissal of his complaint—including four additional FCA counts (Counts II-V)— against Triple Canopy.
