The National Labor Relations Board (“Board”), pursuant to the Federal Debt Collection Procedure Act of 1990 (“FDCPA”), 28 U.S.C. § 3001-3308, applied for a prejudgment writ of garnishment in the Eastern District of New York. The Board sought to garnish funds owed by Bronx-Lebanon Hospital to EDP Hospital Computer Systems, Inc. (“EDP Hospital”) and EDP Medical Computer Systems, Inc.
