Pursuant to Maryland Rule 16-715, 1 the Attorney Grievance Commission of Maryland (“Petitioner”), acting through Bar Counsel, filed a Petition for Disciplinary or Remedial Action against Norman C. Usiak (“Respondent”), charging him with professional misconduct arising out of his representation of Ruben Paz-Rubio in the District Court of Maryland, sitting in Frederick County. Petitioner charged Respondent with violating Rule 8.4(d) (Misconduct) 2 of the Maryland Rules of Professional Conduct (“MRPC”).
