Reversing.

The sole question for determination on this appeal is the proper construction and application of Section 7 of Chapter 12 of the Acts of the General Assembly at its 1940 regular session. The chapter is printed in the Session Acts for that year, beginning on page 82. Its title reads: “An Act to provide for the supervision, regulation and licensing of tobacco warehouses and for the bonding of weighmen in tobacco warehouses and authorizing the Commissioner of Agriculture to conduct an investigation in selling costs of tobacco.” It consists of sixteen…
