Affirming.

The purpose of this suit is to obtain a construction, and «.direction "for the proper administration of chapter 112 of the Session Acts of 1918; page 483. According to the first section of the act it ££ shall be known and may be cited as an act to promote and protect live stock industries in Kentucky,” and is what is commonly known as the ££ dog tax law. ’ ’ The power of the legislature to enact the statute is not called in question, but if it were a similar statute having the same purposes in view and differing only in its administratve features…
