MEMORANDUM-DECISION AND ORDER
McCURN, Senior District Judge.
On July 13, and July 14, 1995, the court conducted a non-jury trial in this case. At the close of the proof the court indicated that perhaps it would render a decision from the bench on July 18,1995. After further reflection, however, and in large part because the court is being called upon, among other things, to interpret and apply the Supreme Court’s recent decision in Sandin v.
