The respondent, J. Scott Barratt, was charged in a two count complaint for disciplinary action with several violations of the Rules of Professional Conduct for Attorneys at Law. Pursuant to Admission and Discipline Rule 28, Section 14(f), the hearing officer heard the case and tendered his report on findings of fact and conclusions of law but declined to recommend a sanction.
