—This is an appeal from an order of the Circuit Court granting the intervenors’ motion to dismiss the bill of complaint filed in this cause. The bill of complaint, as amended, sets up in substance that on October 17, 1927, a petition was filed with the Clerk of the Circuit Court of Manatee County, Florida, by certain property owners “in said petition stated to be” owners of a majority of the acreage of lands within the proposed district in said petition set forth, for the formation of a drainage district to be known as Bishop’s Harbor Drainage District as provided by the Laws of Florida…
