This case arose out of a complaint filed on September 28, 1970, by Emma J. Bridges with the D.C. Human Relations Commission (now the D.C. Office of Human Rights) 1 charging the Mendota Apartments, Inc., its president, Mr. Charles E. Shelton, and its Board of Directors with having engaged in an unlawful discriminatory practice in violation of District of Columbia Police Regulations, Art. 45, § 3(a) (as amended September 28, 1967) by refusing to lease an apartment to her because she is a Negro.
