The appeals in the above stated cases were briefed by counsel and orally argued together and will be disposed of in a single opinion. The first captioned was conveniently called by counsel in argument, “thé Richland case,” and the second, “the York case.” Both involve controversies which arise out of the interpretation and. application of. the York County Government Act,of June 30, 1950,,No. 962,, 46 Stat. 2316.
