This is a bill in equity, filed March 7, 1935, by the President of the United States under the Act of Congress of February 22, 1935, generally known (and referred to herein for brevity) as the Connally Act (sections 715 to 7157, title 15 USCA), passed subsequent to the decision of the Supreme Court in the Ryan and Panama Cases (Panama Refining Co. et al. v. Ryan and Amazon Petroleum Corporation v. Ryan, 293 U. S. 388, 55 S. Ct. 241, 79 L.
