The petitioner, Veterans’ Welfare Board, prays for a writ of mandamus to compel the respondent to publish an act of the legislature known as the Veterans’ Welfare Bond Act of 1921 (Stats. 1921, p. 959), as required by section 17 of that act (Stats. 1921, pp. 959,- 966), as notice to the voters who are to vote on said bond issue. The ' respondent has refused to publish this statute on the ground that the same is unconstitutional and void.
