The petitioner, Alfredo Luis Rios, worked for more than four years as an employee of the Puerto Rico Cement Corporation Plant and during all that time ivas a member of the “Union of Quarrymen, Operators, and other Employees of the Cement Industry,” organized on April 20, 1941.
