MEMORANDUM DECISION
MARSHALL, District Judge.
Plaintiff, Arthur Perry, Jr., brings this action against Richard Elrod, Sheriff of Cook County, Winston Moore, Executive Director of the Cook County Department of Corrections, and John Blanks, Chief of Security of the House of Corrections, for violating his First and Fourteenth Amendment rights, through 42 U.S.C. § 1983. He seeks declaratory and injunctive relief, and money damages. Jurisdiction is based upon 28 U.S.C. §§ 1343(3), (4), and 2201.
