The City of Reno brought suit against Todd Stephens and various business entities owned or controlled by him, 1 alleging that Stephens’ dirt mining business on Sugarhill Road violated City of Reno, Texas, Ordinance 1852, which zoned the Sug-arhill property by restricting it for agricul tural and residential use only.
