This is a suit against the Secretary of Agriculture, the Secretary of the Treasury, and the Treasurer of the United States, officially and individually, to obtain the distribution of a fund in excess of a million dollars, now in the United States Treasury and earmarked — “Proceeds, distilled spirits industry, parity payments”. The fund was accumulated under the following circumstances.
