MEMORANDUM OPINION

SULLIVAN, District Judge.

I. Introduction

Six plaintiffs, known as John and Jane Doe # 1 through # 6, bring this action to challenge the lawfulness of the government’s Anthrax Vaccination Immunization Program (“AVIP”).
