MEMORANDUM-DECISION AND ORDER

This action was originally filed on February 10, 1997 in the Southern District of New York. Upon the defendant’s application, the action was transferred to the Northern District of New York on March 31,1997.

Plaintiffs, the American Automobile Manufacturers Association (“AAMA”) and the Association of International Automobile Manufacturers, Inc. (“AIAM”) have brought this action under 42 U.S.C. § 1983 and 42 Ú.S.C. § 7604.
