Petitioner, Paul Stout, appeals from a judgment of the trial court which held that his nominating petition as an independent candidate for Representative in Congress for the 14th Congressional District of Illinois was insufficient to place him on the November, 1972 ballot. The respondents, comprising the Election Board for the district, had previously sustained objections which resulted in Petitioner having fewer signatures than the 5,000 required under the applicable statute.
