MEMORANDUM OPINION

BERYL A. HOWELL, District Judge.

This case is a civil action to enforce rights under the Individuals with Disabilities Education Act (“IDEA”), as amended, 20 U.S.C. §§ 1400 et seq., as well as under the Fifth Amendment’s due process clause. Compl. at 1.
