The above-captioned cases involve a challenge to an annual funding agreement entered into between the U.S. Department of Interior Fish & Wildlife Service (“FWS”) and the Confederated Salish & Kootenai Tribes of the Flathead Reservation (the “CSKT”) for the operation and management of the National Bison Range Complex, a part of the National Wildlife Refuge System.
