In 2010, Congress enacted the Patient Protection and Affordable Care Act-popularly known as Obamacare-which is "a comprehensive national plan to provide universal health insurance coverage" across the nation. See Nat'l Fed'n of Indep. Bus. v. Sebelius, 567 U.S. 519, 583, 132 S.Ct. 2566, 183 L.Ed.2d 450 (2012). One central component of that statute was an expansion of Medicaid, allowing states to provide "health care to all citizens whose income falls below a certain threshold." Id. at 531, 132 S.Ct. 2566.
