TJOFLAT, Circuit Judge:

Plaintiffs William and Martha Garvie claim that they own a piece of land the City of Fort Walton Beach (“the City”) unconstitutionally paved over with asphalt. DB Daughters Corp., another plaintiff, claims that it owned land adjacent to the Garvies of which the City also illegally took ownership.
