William Beaver was employed by the City of Pittsburgh (City) for 37 years when, on May 25, 1971, he received a letter from William Edkins, the Acting Director of the City’s Department of Public Works, informing him that he was being dismissed from his posi*355tion as a Street Maintenance Supervisor. Beaver petitioned the City Civil Service Commission (Commission) to order Edkins to supply a more specific and detailed statement of the charges on which his dismissal was based.
