OPINION

NIGRO, Justice.

In this appeal, Appellant Elaine Sadowski argues that she was improperly dismissed from her civil service job with the City of Pittsburgh (City). We agree and therefore, reverse.

Ms. Sadowski, a civil service employee, worked as the Facilities Management Coordinator in the City’s Department of General Services (Department). As Facilities Management Coordinator, Sadowski, who has a master’s degree in energy resources, worked on tasks related to energy resource management and conservation.
