Denial of Summary Judgment — Sovereign Immunity. The facts relevant to this granted motion for interlocutory appeal show that on and before October 4, 1983, the City of Valdosta as part of its governmental services provided garbage collection for the inhabitants of the city, both residential and commercial. Residential customers were charged a set rate, added to their water bill, and garbage collection was made twice weekly.
