BARNES, Vice Chief Justice:

In early 1980, State Representative Joan Hastings wrote the Attorney General of the State of Oklahoma, the Honorable Jan Eric Cartwright, requesting an official Attorney General’s Opinion. In that request, Representative Hastings asked the Attorney General whether six separate statutes, all involving the expenditure of county funds, violated the Oklahoma Constitution.
