Plaintiff appeals as of right from the circuit court’s order granting summary disposition for defendants pursuant to MCR 2.116(C)(8) and (C)(10). We affirm.

On March 22, 1997, the Plymouth-Canton Community School District held a special election to authorize a bond issue in the amount of $79,795,000. The school district sought to borrow this sum of money for the purposes of constructing and improving school facilities. After the polls closed, the Board of Canvassers for the Plymouth-Canton Community School District canvassed the returns of the election and concluded that there were 5,733 votes…
