ORDER GRANTING PLAINTIFF’S MOTION FOR A PRELIMINARY INJUNCTION

THIS CAUSE comes before the Court upon Plaintiffs, UNITED STATES OF AMERICA, Motion for Preliminary Injunction, filed with this Court on May 23, 1989. For the reasons set forth below, it is the opinion of this Court that a Preliminary Injunction should issue.
