The plaintiff Walter B. Freeman filed this action under the Administrative Procedures Act (“APA”), 5 U.S.C. § 706(2), against the United States Department of the Interior (“DOI”) and two of its components, the Interior Board of Land Appeals (“IBLA”) and the Bureau of Land Management (“BLM”), seeking to set aside two decisions of the IBLA relating to the plaintiffs mining rights, on the grounds that the decisions were arbitrary, capricious, and lacked substantial evidence.
