Defendant appeals a judgment of conviction for seven counts of first-degree animal neglect and 38 counts of second-degree animal neglect that were based on defendant’s failure to provide minimum care for her cats. Defendant first contends that the trial court erred by excluding expert testimony that defendant suffers from Obsessive Compulsive Personality Disorder (OCPD), which compelled her to acquire cats for which she was unable to provide minimum care, and, thus, she did not act voluntarily as required to impose criminal liability under ORS 161.095.
