Plaintiff Marina Tsesarskaya, represented by counsel, brings this action pursuant to 42 U.S.C. § 1983 against the City of New York, Lieutenant Michael McGuiness, Detective James Coll and Detective Sean Mulcahy, alleging violations of her constitutional rights under the Fourth, Fifth and Fourteenth Amendments and under state law.
