Plaintiff Scott Boyler ("Plaintiff") commenced this civil rights action against Captain Joseph Leo ("Captain Leo") and Detective Brian Lakso ("Detective Lakso") of the City of Lackawanna Police Department (collectively, the "Individual Defendants"), and the City of Lackawanna (the "City") (collectively, "Defendants"), alleging causes of action under 42 U.S.C. § 1983 and New York State common law.
