LEWIS, District Judge.
The bill sets forth the following facts: . More than $4,700,000 has been expended on the Uncompahgre Valley project, through the Reclamation Service, for the purpose of reclaiming about 140,000 acres of arid lands in Montrose and Delta Counties. The West Canal has been projected as a part of the system. It is to be, when completed, about 12 miles in' length, and is to carry water to some 7,000 acres. On April 25th, when the bill was filed, a contract had been let by the plaintiffs for the construction of this canal at a cost of about $78,000. The line of the canal has…
