Anthony Young died on his sixteenth birthday. At the time of his death, Anthony was under the guardianship of the Illinois Department of Children and Family Services (“DCFS”). His aunt and former guardian, Elnora Camp, brought this suit contending that George Gregory, the DCFS caseworker assigned to Anthony, had denied Anthony substantive due process by failing to ensure that Anthony was placed in a safe living environment.
