Now before us is a petition for a supervisory writ of mandamus directed to Honorable Robert M. Parker, Chief Judge of the United States District Court for the Eastern District of Texas, Tyler Division, filed *64by Phillips Petroleum Company and others (hereinafter referred to collectively as “petitioners” or “Phillips”). Oryx Energy Company filed with us a similar petition which on July 8, 1991, was withdrawn because it had entered into an agreement settling the issues involving it.
