These are three appeals taken by the same appellant from an order of the division of public utilities granting to John B. Bowen a certificate to operate motor vehicles over a fixed route as a common carrier of passengers in interstate commerce in compliance with the provisions of General Laws, 1923, Chapter 254. All three appeals raise the same issues and will therefore be considered here as one appeal.
