Plaintiff appeals the district court’s grant of summary judgment in favor of defendants on claims of breach of contract and interference with contract. We affirm.

I. BACKGROUND

In 1983 the City of Gary, Indiana instituted a self-funded employee insurance plan. The City contracted with an outside company to operate the plan and to consult on its functioning. In insurance jargon, the City became a “plan sponsor” and the outside company a “third party administrator.” In May 1987 the City replaced the third party administrator with A.V. Consultants, Inc.…
