Since 1969, the New York City Council has embraced rent stabilization, "second generation *415rent control,”1 to ameliorate the "serious public emergency” caused by an acute rental housing shortage within New York City (Administrative Code of City of NY § 26-501). The Rent Stabilization Law (RSL) (Administrative Code § 26-501 et seq.) has consistently been repromulgated, most recently as of March 30, 1994, based on the legislative finding that this "serious public emergency” persists (Administrative Code § 26-502, as amended by Local Laws, 1994, No. 4 of City of NY § 6).
