STATEMENT OF THE CASE

Respondent-appellant Martin County Nursing Center, Inc. (Martin); Petitioner-appellee Medco Centers, Inc.; and Washington Nursing Center, Inc. 1 (Washington) all submitted competing applications to the Designated Planning Agency (DPA) for construction of a new nursing facility in Loogootee, Martin County, Indiana.
