SHIELDS, Judge.

The Putnam County Department of Public Welfare (County) appeals the trial court’s reversal of an administrative agency’s denial of Helen Crawley’s (Crawley’s) Hospital Care for the Indigent (HCI) application.

We affirm.

FACTS

From April 22, 1982, to May 28, 1982, Crawley was hospitalized at Methodist Hospital of Indiana, Inc. (Methodist) for treatment of a fractured shoulder. Upon her Emergency Room admission, Methodist personnel were advised Crawley was insured by Medicare although they were not provided with either her Medicare number or her social security number.
