This case returns to us yet again, following appeals in which plaintiffs Valley Disposal Inc. (“Valley Disposal”), et al, first succeeded in obtaining a partial reversal of the dismissal of their complaint and a remand for further proceedings, see Valley Disposal, Inc. v.
