TAYLOR, Chief Justice:

¶1 On November 18, 1996, the Honorable Alex R. Munson, Chief Judge of the U.S. District Court for the Commonwealth oftheNorthem Mariana Islands, certified a question for interpretation of local law, on an issue that has not yet been considered or determined by this Court.

We have jurisdiction pursuant to Rule 5 of the Commonwealth Rules of Appellate Procedure.

After reviewing the certified question as submitted by Judge Munson, and both parties’ briefs, this Court now renders its opinion.
