SARGUS, District Judge.

On June 3, 1999, plaintiffs brought this action for preliminary and permanent in-junctive relief seeking to enjoin defendants from enforcing a local Ordinance that allegedly interferes with plaintiffs’ exercise of their constitutionally protected rights to freedom of religion, freedom of speech, freedom of the press, and due process of law.
