[EDITOR'S NOTE: This case is unpublished as indicated by the issuing court.] MEMORANDUM OF DECISION The petitioner, Commissioner of the Department of Children and Youth Services (DCYS), pursuant to Connecticut General Statutes 17a-112, filed petitions on January 23, 1992, to terminate the parental rights of respondents William J. and Linda J. to their sons, William J., Jr., born November 22, 1982 and Daniel J., born March 1, 1986.
