SNEED, Circuit Judge:

In this appeal Anderson seeks waiver of recovery of an overpayment of $19,057.20 in Social Security retirement insurance benefits. The district court found that substantial evidence supported the Secretary’s motion and accordingly granted appellee’s motion for summary judgment.
