Certiorari to the Public Service Commission to review an order requiring the petitioner, Mountain States Telephone and Telegraph Company, to reduce its intrastate toll message rates.

The facts are, for the most part, not in dispute. The Mountain States Telephone and Telegraph Company (hereafter called Mountain States) is a telephone utility company operating in Colorado, Utah, Arizona, Idaho, Montana, New Mexico, Wyoming, and El Paso County, Texas.
