OPINION

LYDON, Judge:

Defendant has moved to dismiss plaintiff’s complaint on the ground that this court lacks jurisdiction over the subject matter of this action. Plaintiff opposes this motion asserting that subject matter jurisdiction in this court on its action is to be found under the Contract Disputes Act of 1978, 41 U.S.C. § 609 (1982). Alternatively, plaintiff requests, if the court finds it lacks jurisdiction, that the court transfer this action to the United States District Court for the District of Columbia pursuant to 28 U.S.C. § 1631 (1982).
